ARC: Madam Helena

Madam Helena, former Chairman of DOATEC. IDB Industries (like that? IDB Industries, idbjoshm!?) bought out DOATEC and took over the contracts of the female fighters (hence Hitomi's presence). Because of Helena's status as Chairman of the now defunct DOATEC, Madam Helena has a seat with the Executive board of the ARC.

The master of Piquaquan is also one of the Four Fates of the World, and can fight as she's conniving and brilliant.
